Detailed project description:

Background:

The Government of Uganda (GOU) and its Development Partners (DPs) have been implementing the Joint Water and Sanitation Sector Programme Support (JWSSPS for 2008-2013) and the Joint Water & Environment Sector Support Programme (JWESSP for 2014-2018). The JWSSPS and JWESSP provide harmonised and aligned DPs's support to the sector through an effective framework for joint decision making, monitoring and reporting as well as several aid modalities, including sector budget support, basket funding and targeted capacity development support.

This consultancy supports the JWSSP and JWESSP with two long term Technical Advisors embedded at the Ministry of Water and Environment/Directorate for Water Development (MWE/DWD), as well as various short term consultants’ inputs.

 

Objective:

The specific objective of the TA support is (i) to ensure sustainable water service provision by assisting MWE/DWD to put in place an appropriate operation and maintenance (O&M) framework and (ii) to provide implementation and capacity development support to the decentralised implementation units known as “Water Development Facilities” (WSDFs).

Key elements of the TA support are:

- Support to two regional WSDFs (East and North) created to assess, finance and implement water infrastructure development projects, including quality assurance of design and implementation procedures;

- Strengthening the sustainability of water infrastructure through the systematic development of O&M framework, including private sector participation and the development of a regulatory framework governed by performance and management contracts (i.a. the implementation of appropriate tariffing system is a key aspect of the regulatory framework with the performance contracts set out the approved tariffs along with service standards required);

- Institutional capacity development for effective planning, monitoring, reporting and management.

Specifically, the TA support included the development and operational implementation of an information system designed to improve monitoring of water supply and sanitation service delivery for better planning, reporting and decision making: The Uganda Water Supply Atlas, a GIS-based water supply database holding comprehensive water point information with automated routines to calculate access, functionality and other performance indicators.

Services:

General responsibilities:

- Assistance to WSDF-East and WSDF-North in implementing an appropriate institutional framework and building capacities for the effective and efficient implementation of water supply and sanitation infrastructure while ensuring policy compliance, quality assurance and respect of the decentralization principles;

- Assistance to DWD to put in place an appropriate O&M framework and build capacities to ensure sustainable service delivery for small towns and rural areas including rural growth centres;

- Assistance to the development of sustainable sanitation service provision approaches including hygiene awareness and

ecological sanitation principles especially for small towns and rural growth centres.

Specific assignments:

- Consultancy services to carry out technical review of the completed designs for small towns and rural growth centers water supply infrastructure development

- Detailed formulation of the Joint Water and Environment Sector Support Programme (JWESSP 2013‐18) for Uganda

- Provision of an Management Information System Adviser to support the MIS Unit, the Rural Water Supply Department and the Urban Water Supply Department of the Directorate of Water Development, Ministry of Water and Environment

- Consultancy services for the compilation of the Water and Environment Sector Performance Report

- Rapporteur for the Joint Sector Review (JSR) for the Water and Environment Sector

- Consultancy services to elaborate design guidelines for water supply infrastructure in Uganda

- Final revisions of the project implementation manual (PIM) for the World Bank funded water management and development project (WMDP)

- Preparation of the Joint Water and Sanitation Sector Programme Support (JWSSPS, 2008 – 2013) Programme Completion Report

- Documentation and lessons learned of the preparation and formulation process of the Joint Water and Environment Sector Support Programme (JWESSP, 2013 – 2018) for Uganda

- Assistance to complete the Joint Water & Sanitation Sector Programme Support (JWSSPS 2008‐2013) and start up of the new Joint Water & Environment Sector Support Programme (JWESSP 2013‐2018) for Uganda

- Consultancy to support the “Update of WSDF Operations Manual” process

- Services of a Legal Expert on Reorganisation of Umbrella Organisations

- Water Supply Atlas Update (WATSUP2 and Atlas 2015) including;

- Upgrading of the existing web-based Water Supply Database to improve performance and enhance web access, including web-based mapping and graphics tools and standardized reporting formats;

- Design and oversight of a data collection programme in all the 111 districts of Uganda. Production of a digital Uganda Water Atlas 2015 designed for both web access and hard copy printing;

- Preparation of a User Manual and training of users at all levels.

Services have been provided by 2 long term Technical Advisors embedded at MWE/DWD and through a series of short term assignments which have been requested by MWE/DWD on a framework contract basis.
