Background:

Under its Energy Financing Facilities (SEFFs) the EBRD developed a streamlined technology-driven lending approach based on a list of eligible standardized component, equipment, appliances, materials, products and/or engineering systems (the “Technology”). This list of eligible Technology (the “Technology Selector”) was one of the tools used to communicate to the market a set of available technology that had been identified as “best performing” at reasonable cost, under local market conditions. The Polish Sustainable Financing Facility – PolSEFF – was launched in January 2011 with the objective to overcome barriers faced by Polish SMEs to invest in energy efficiency and renewable energy and increase the number of energy efficient technologies and sources of renewable energy in the market.

The Technology Selector had a particular importance for the SEFFs targeting small-scale investments (small and medium sized enterprises and the residential sector). In Poland the Technology selector was recognized by the market participants as a reliable endorsement tool. The EBRD client-banks used the Technology Selector for streamlining Sustainable Resource lending, as the list allows for a fast eligibility checks.

Objective:

The general objective of the Assignment was to review and document the current status of the water efficiency technologies and to propose a new approach for future extension and implementation of technologies based on understating of the specific market conditions in Poland. In response to the needs of the Polish enterprises/market, the list of eligible equipment needed to be extended by new technological categories and sub-categories.

Services:

i. Identification of sectors most suitable for implementation of best performing and leasable technologies: The Consultant identified the top sectors in terms of water efficiency technology requirements which were most suitable and had the greatest potential for further development and implementation of efficient water and material technologies.

ii. Identification of technology categories and subcategories (categorized into sectors): The Consultant identified resource efficiency water technologies and shall proposed an appropriate categorization and sub-categorization scheme (e.g. by function, sector) which reflected the specifics of the Polish leasing market.

iii. Definition of technology-specific performance indicator: The Consultant defined applicable technology-specific performance indicators which allowed to assess the technology performance (e.g kWh).

iv. Definition of reference baseline: For each of the identified group of technologies (categories and sub-categories) the Consultant established suitable reference baseline which served as a base for assessing the impact of a specific technology. The identified technology had enhanced performance against the defined reference baseline.

v. Definition of a quantifiable minimum qualification criteria: Consultant defined the minimum qualification criteria (or a range of criteria) to be met or exceeded by the defined technology (in identified categories and sub-categories). The set performance criteria served as a guideline to subsequently populate and update a resource efficiency technology database.

vi. Review and analyses the existing Technology Selectors (categories and sub-categories) in view of efficient water and material technologies.

The consultant shall review the approaches (technologies, performance indicator and related baseline methodologies) of the existing categories and sub-categories within the existing Technology Selector following the results of the tasks above and shall take into account and propose the update and expansion of the Technology Selector.
