Assignment description: To procure the goods and services require for conducting a national wide registration of eligible citizens over 16 years, as required by legislation. The purpose of the Citizen Registration exercise is to establish a new National Record System with biometric identification data.
Biometric Citizen Registration kits including hardware components and development and installation of citizen registration software. Main components as follows:
- Computing device - laptop
- Camera or webcam, with light source, to capture ICAO compliant face image
- Fingerprint scanner (4 -fingers)
- Thermal label printer for receipts printing
- GPS device and tracking web-based software.
- Signature pad.
- Suitcase for transport and providing set up for ergonomic operation, all components interconnected and ready to operate within the suitcase.
- Customized software for the capture of text data, facial pictures (with corrective features and feedback regarding ICAO standards), ten fingerprints, consolidation, reporting, user management, and security.
- Integration with RNP webservices for online ID verification based on existing biometric engine. Also, the kit should allow offline ID verification (match on card) based on bidimensional code (PDF417) printed in existing ID Cards. In both cases, the verification is made using the fingerprints captured by the kit during actual registration.

Solar Powering kit with powerbanks including suitcase for transport
Expected quantity of Solar powering kits in the upcoming ITB – 700 kits
Training in Tegucigalpa, Honduras, including training material and sessions in Spanish to the RNP personnel (technicians and trainers)
Technical assistance in Tegucigalpa, Honduras, during registration operation including operational kits and spare parts inventory, and warranty through itinerant support team at regional level.
Duration: (equipment to be delivered approximately in 8 weeks [100 training kits] and 12 weeks [rest of quantity, operational kits].
