Description:

The European Union, the world's largest donor, provides more than half of total aid flows to developing countries. EC external assistance is provided in different sectors through projects and programmes which are expected to be of high quality and in line with the aid effectiveness principles. Ensuring quality and effectiveness remains a major challenge for the EC. Specific skills are thus required to its staff to programme, design, implement, monitor and evaluate projects and programmes and to identify, case by case, the most suitable aid delivery modality to be employed.

The purpose of the contract was to improve the quality of EC external assistance in terms of relevance, effectiveness and feasibility by providing EC staff in headquarters and delegations with methodological support and training on operational aspects concerning the programming, design, implementation, monitoring, evaluation and reporting on results of related EC operations.

Services provided:
- Provide and test methodological support;
- Design and deliver training courses in both Brussels and selected partner countries;
- Design, deliver and contribute to supporting innovative capacity development and knowledge sharing activities in both Brussels and selected partner countries;
- Design of distance learning courses and management of related websites and discussion fora;
- Design and delivery of ad hoc information sessions on demand (conferences, learning events, etc.).
