Description: Establishing flood risk management in formation system in Can Tho city.
The consulting services (“the Services”) includes, but not limited to, the following tasks:
i. To establish a Flood Risk Management Information System (FRMIS), based on a hydrodynamic model, to support the decision making process within Can Tho city in the following areas:
+ Operation of the city drainage and flood control and systems (sluices and gates of the new polder), taking into account of issues such as emergency response, waterway transport and environmental issues;
+ Short and medium term flood risk management, such as additional measures to be taken in the city (e.g. improvement of sewer system or retention areas, inside or outside the closed polder) and real time flood forecasting (e.g. early warning and mitigation measures in emergency cases);
+ Urban development planning and medium and long term investments, in which future extensions and changes in land use in the future are being designed in a water-sustainable, resilient, cost-effective way
ii. To build technical capacity of the city authorities in managing (operating, maintaining, upgrading) the FRMIS to ensure the smooth operation and maintenance of the system after the project ends.
