Description: This notice confirms that on September 30, 2020, the Government completed its second corrective action following the filing of a second protest at the Government Accountability Office (GAO Bid Protest B-417237.2; B-417237.3; B-417237.4).
Based on the results of the second corrective action, the Government selected the proposal submitted by PMSI, LLC (Doing Business As (DBA): Optum Workers’ Compensation Services of Florida (Optum)) as the most advantageous to the Government.
Contract Number 1605C3-20-C-0006 was awarded to provide Pharmacy Benefits Management (PBM) Services to support the Department of Labor (DOL) Office of Workers’ Compensation Programs (OWCP) Division of Federal Employees’ Compensation (DFEC).
The contract was competed using Full and Open Competition with no Small Business set-asides, and awarded as a Firm Fixed Price (FFP) Contract.
Contract Number 1605C3-20-C-0006 provides services to implement and operate a PBM in the United States and its territories for the Division of Federal Employees’ Compensation Programs (DFEC) that injured Federal employees will generally be required to use in order to access pharmacy benefits.
The PBM includes a program that services Federal employees with work-related injuries or illness, that have an accepted workers’ compensation case with DFEC, and require prescription medications, diagnostic services (e.g., magnetic resonance imaging (MRI), computerized tomography, (CT), radiography, electromyography (EMG)), and durable medical equipment (DME).
The Contractor shall provide a system for first-fill prescription coverage for employees who sustain a traumatic injury at work. The Contractor shall establish a formulary for approval by OWCP to better manage costs, improve safety, and implement drug utilization review processes.
The objectives for the PBM include:
• Provide a system for first-fill prescription coverage for employees who sustain a traumatic injury at work.
• Provide full prescription coverage for work-related injuries to all injured employees upon filing a FECA claim for traumatic injury.
• Provide a pharmacy card system to employees who experience traumatic injuries, or occupational illnesses, once claim eligibility is determined by DFEC.
Duration: one (1) base period of 12 months with four (4) 12-month options
