Contract name: Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Sector Project - EFDP Eco-District Feasibility, Development, Detailed Design and Supervision and Policy Reform Support.
Contract description: The objective of the consulting service is to provide support to the EA/IAs in:
(i) sector policy reform through establishment and development of institutional and regulatory environment of eco-district development and green social and affordable housing policies and mechanism with concentration in climate change adaptation and mitigation including (a) climate change mitigation and adaptation study and awareness; (b) improved building performance, lower carbon emission and promote the switch to renewable energy; (c) more resilient, low carbon, participative and livable
urban areas; (d) greenhouses operation and urban farming, community based solid-waste management, waste segregation and composting; and (e) policies for more eco-efficient service providers; and as well as improve access to green social and affordable housing;
(ii) Phase 1 (2 core sub-projects, 10 hectares) of the project in carrying out all surveys, field verification, studies, collection of data and analysis and field verification and in implementing the Voluntary Land Swapping Plan and income/livelihood support measures including providing and facilitating training for poor and vulnerable households to have access to operation and maintenance (O&M) jobs in the eco-district, provide construction related training and capacity building;
(iii) preparation of preliminary and detailed architectural and engineering designs, technical specifications, bill of quantities, cost estimates and tender documents and construction supervision in compliance with project designs and specification and as well as developing the project risk management procedures;
(iv) subsequent phases (Phase 2 and 3 (8 sub-projects, 40 hectares) and Phase 4 and 5 (10 sub- projects, 50 hectares)) of the project in conducting comprehensive feasibility study of identifying each sub-project; The consultant shall carry out the tasks specified in the following 3 components: (i) Sector policy reform; (ii) Eco-district preparation and implementation for Phase 1; and (iii) Sub-project selection and feasibility study for Phase 2, 3, 4 and 5 (the subsequent phases).
