Organisational audit of the department of forestry in the framework of the project for emergency support to communities (Projet d’Urgence de Relance et d’Appui aux Communautés - PURAC)

The tasks to be performed are the following:

• (i) Diagnosis of the structures of the Department of Forestry, including a chronological account since colonial times (from 1935 until 2003);
• (ii) Identification of the constraints and challenges to take up over the next 5 years and of the factors that are the source of deterioration of the current status of the Department of Forestry;
• (iii) Proposing measures and strategies to be implemented for strengthening the Department of Forestry in all its components in order to enhance its capability to implement the new national forest policy and the international ambitions of the country in the fields of sustainable forestry management, wildlife management and biodiversity protection, with special emphasis on good governance, transparency and accountability.
