Description
The service contract is to recruit a consultant who will mobilise a technical assistance team (TAT) — long- & short-term experts — to assist the contracting authority, who is also the National Authorising Officer (NAO), implement the second phase of the water supply and sanitation sector reform project (WSSSRP II) in the Nigerian Federal Ministry of Water Resources and in the 6 EU focal states of Anambra, Cross River, Jigawa,
Kano, Osun and Yobe.
The water supply and sanitation sector reform project, phase II (WSSSRP II) is a successor project of the 9th EDF water supply and sanitation reform programme (WSSSRP). It aims at addressing the remaining fundamental weakness of the water and sanitation sector in Nigeria while sustaining the improvements on water governance made by WSSSRP at the federal level and in the 6 EU focal states.
Services to be provided by the consultant are grouped in 5 categories:
(1) project management;
(2) facilitation of the water and sanitation sector reform process;
(3) support for the implementation of water, sanitation and hygiene provisions in small towns and urban areas;
(4) information processing, monitoring and reporting;
(5) coordination with stakeholders and other donors.
Location of the assignment is in Abuja and in the 6 focal states. The contract shall be for an initial period of 24 months with possibility of extension for another 24 months through negotiated procedure.
