Provision of Technical Assistance to the MAFWE:

Part 1:

Programme Preparation and Definition

Programme Preparation Phase:

• Establishment of the PIU

• Clarification of legal and other preconditions for establishment and legal registration of WUAs

• Social and technical design for the irrigation schemes.

Programme Definition Phase:

•Establishment of WUAs

• Selection of perimeters to be rehabiltated/modernised

• Finalisation of the institutional, social and technical design

Part 2:

Programme Implementation and Operation

Programme Implementation Phase:

• Rehabilitation of four irrigation schemes with a modern and efficient irrigation system

• O&M of the irrigation system managed by WUAs

Programme O&M:

• Final handing over of the modernised schemes to WUAs

• Taking over of the irrigation schemes by the WUAs with full cost recovery
