Formulation and appraisal of the Human Resources Development Programme (8th EDF)

Detailed description of project

The Fiji National Indicative Programme (NIP) for the 8th European Development Fund defines the development of human resources as the first area of concentration for co-operation. Special focus is given to improving education in rural areas, increasing capacity to train schoolteachers, strengthening vocational training and improving planning and management capabilities in the national administration.

Within this framework, the HRD Programme targets the improvement and expansion of the Fiji School of Medicine, the Fiji Institute of Technology and the Lautoka Teachers College. It will also provide support, through the Ministry of Education and Technology, to community-based initiatives on primary education, such as the rehabilitation and improvement of rural schools.

PROMAN provides the consulting services of one expert for the appraisal and preparation of a Human Resource Development Programme including the financing proposal, based on the priorities set out in the NIP, an assessment of the components identified by the government and the options proposed by the expert.
