Description

PINZ, with the New Zealand Ministry of Foreign Affairs and Trade, examined the rationale for the New Zealand aid programme to Indonesia across all existing development sectors.
The review was to examine the rationale for a NZODA programme and recommend strategies and objectives to make an effective NZODA contribution to the social and economic development of the people of Indonesia.

The project was designed with the aim of formulating a strategic direction framework based on the operating environment, the Government of Indonesia’s strategic policies and priorities, NZODA policies, and areas of New Zealand competitive advantage. Final recommendations were to address aid delivery, aid volume, and an appropriate administrative and management structure to ensure New Zealand’s effective aid contribution to development in Indonesia.

SErvices provided:

PINZ consultant was a member of the review team set to determine whether an NZODA programme with Indonesia can be justified on political, developmental and resource grounds.
PINZ consultant conducted a workshop in-country at the end of the first fact-finding mission and reported back preliminary findings to the partner government and the New Zealand Embassy. A draft report detailing the findings of the study was compiled, setting out the main findings (data) and analysis, conclusions and recommendations.
A separate review report on the management of the Social and Community Development Fund was also produced.

A second workshop in-country was held during the second mission to test earlier findings, analysis, conclusions and recommendations. The workshop followed further consultations with relevant partners and the New Zealand embassy.
PINZ consultant submitted a final report and took part in a concluding debriefing with Ministry of Foreign Affairs and Trade and other stakeholders.
PINZ selected, deployed, managed and provided support to the education specialist on the review team.
