Description

The Project implementation is the responsibility of the Ministry of Education and Training (MOET) with the long-term objective of laying the foundation for a nationwide program to upgrade the quality of the primary teaching service. A key outcome is strengthened capacity within the Project Coordination Unit (PCU).
The project consists of five components:
(i) Development of Teacher Professional Standards;
(ii) Training Programs for Teachers and Education Managers;
(iii) Quality Assurance;
(iv) Revision in the Terms of Service for Teachers;
(v) Coordination, Monitoring and Evaluation and Planning Capacity.

Services provided:
PINZ Implementation Advisor was responsible for overseeing all implementation, administration and management aspects of the Project.
This included support to the:
- Profile Coordination Team and the application of the Profile to training courses, teacher assessment, and action research to refine the Profile;
- Training Coordination Team including needs assessment and specification of the content of training packages, the preparation of the trial training packages, improving the capacity of Teacher Training Institutions (TTIs) in the provinces and districts, the appraisal of training packages and publishing and delivery of training modules;
- Quality Assurance Team and developing improvements in the personnel management information system, development of accreditation and teacher classification procedures, communications and training for school improvement;
- Creation of a Project Coordination Unit (PCU) and professional teams, provincial and district teams; monitoring and evaluation; and preparation for program expansion;
Other tasks included assisting the PCU in: (i) programming project activities, establishing and maintaining of a financial system; (ii) preparing evaluation reports for the procurement of services, equipment and materials; (iii) ensuring that the accounting standards for the Project met World Bank requirements; (iv) providing associated on-the-job and formal training to the PCU staff.
