Description
This technical assistance project is piggy-backed to the proposed Loan for Tuvalu Maritime Training Institute Upgrade. The TA assists Tuvalu Maritime Training Institute (TMTI) to comply with the "Standards of Training, Certification and Watchkeeping for Seafarers 95" (STCW 95), the latest standard dictated by The International Maritime Organization (IMO) to which maritime education institutions must comply. This involves updating curricula and implementing a train-the-trainers program to meet IMO's requirements. PINZ and the New Zealand Maritime School prepared the internal and external audit process required to ensure compliance with STCW 95 to ensure the TMTI complies with the IMO standards. The introduction of appropriate systems and compliance were closely monitored.
Capacity building activities included strengthening and up-skilling Management and the TMTI Board.
Options for strengthening the financial independence of TMTI were explored. Support was provided to the TMTI’s annual budget preparation process.
A detailed planned maintenance and replacement program was developed to ensure assets, including new assets purchased in the project, were appropriately managed.
Assistance was provided in valuation of education costs and strategy formulation for the economic viability and sustainability of TMTI.
Training materials were prepared for training programs in related trades such as the Integrated Rating Program and specialist welding.
PINZ and Associates managed the contract and budget, milestone monitoring and report development.
