Description

Using a sector-wide approach, VEAP is supporting the Ministry of Education (MoE) to improve teaching and learning so that Vanuatu students have adequate literacy, numeracy and life skills to access opportunities, contribute to the economy and improve their quality of life.
The VEAP is strengthening capacity in education monitoring and decision-making by supporting the development of MoE and Ministry of Youth Development and Training staff with focused HRD planning and training programs. The program includes training for provincial education officers, key principals, Nambawan teachers, bursars and English language teachers in the following: curricula; QA accreditation; systems and IT development; M&E; provincial and rural officer training; teacher training; and training in leadership and project management. Partnerships with MoE counterparts are being built and maintained to ensure sustainability by developing a core base of ni-Vanuatu education professionals across Vanuatu and building capacity for improved local accountability and involvement by working with schools at six sites.
The program is also supporting the implementation of a new bilingual Years 7 & 8 curriculum and revised Years 7-10 technology curriculum - developed with local groups to build life skills to increase productively in the community.
PINZ built capacity in the education system through widening the base of education professionals, increasing skills through training in the classroom and in management. A Human Resource Development Plan (HRDP) was developed for the MoE. Recruitment of local expertise was maximized using mentoring and scaffolding approaches with local counterparts and non-state participants. A collaborative approach was used to strengthen linkages across and within ministries and between MoE and training providers. PINZ designed and implemented an integrated, formative and summative M&E and assessment program including feedback, management, intervention and research. Extended Vanuatu-New Zealand cooperation with AusAID, European Union and other donors was established through collegial links, representation at PCC meetings and transparent planning and implementation.
New English, numeracy, life skills and technology curricula were developed or revised and teaching guidebooks and materials developed and produced to support the implementation of these curricula.
Over 200 new stories were written by teachers as a result of effective writing workshops.
A longitudinal literacy survey was undertaken to assess the impact on pupils’ English skills, of EAP.
Other PINZ inputs included management of project and consultant logistics, contract and budget management, milestone monitoring and report development, pro-active involvement in risk assessment and management strategies.
