Description
The project involves working with the National Qualifications Framework (NQF) Project Office to develop a Qualifications Framework for Fiji providing for more flexible and multiple pathways for acquiring qualifications, meet industry needs and make qualifications more accessible.
The Framework provides for recognition of prior learning and current competence, ensures the transferability of credits across various institutions and ensures recognition of local qualifications by overseas institutions. New policies and procedures operationalised the NQF with standards, qualifications and assessment resources being developed for the Construction, Tourism/Hospitality trades.
Services provided:
PINZ consultants assessed the current qualification and policy arrangements and developed a new qualifications and policy framework. Key stakeholders in government and industry were consulted including TPAF and the Ministry of Education. An independent review of related policies and procedures was undertaken.
Capacity building in the NQF Project Office focussed on establishing quality systems in management of assessment, moderation, record keeping, quality assurance and accreditation processes, and collection of baseline data for monitoring and evaluation.
Unit standards, assessor guides and workplace manuals were developed for model trades.
A communications strategy and training and communications packages were developed to enable training providers, workplace assessors and stakeholders to understand the new framework, procedures, policies and assessment.
Training was provided for industry assessors in how to conduct assessment and NQF requirements.
PINZ also managed the contract and budget, prepared a briefing paper for stakeholders, and monitored milestone and report development.
