Description
The overall objective of the mission was to define the setting of the existent implicit and explicit demand of stakeholders in Latin American Countries regarding the activities foreseen within the framework of the programme EuroSociAL II (Social Cohesion). This programme had for objective to support the national public policies aimed at improving levels of Social Cohesion, by strengthening those local institutions involved in the activities of the programme.
The experts involved were to cover two groups of Latin American countries; The first team covered and visited the following countries : Ecuador, Brazil, Colombia, Costa Rica, Panama, and Venezuela, whilst the second team was in charge of Cuba, El Salvador, Guatemala, Honduras, Nicaragua, and Mexico.
The experts submitted to the European Commission:
- A country report for each of the countries visited, which included the analysis of i) the directions and possible reforms in the thematic areas and in the policies regarding the EuroSoCIAL programme in each particular country; ii) the potential demand, implicit and explicit, of EUROsociAL kind of activities, and of other activities in the area of Social Cohesion; iii) the complexity of the requested activities; iv) the demand of a second mission of experts; v) the existent and possible complementarity with other sub-regional and bilateral EC and other donors' programmes.
The study was carried out by 4 international consultants all provided by DRN.
