Description
The overall objective of the final evaluation was to provide the Government of El Salvador and the EC with information and findings (in terms of relevance, efficiency, efficacy and sustainability) surrounding the implementation of the APREMAT project aimed at improving the quality of high schools systems with particular emphasis on vocational schools.
The evaluation team: i) analysed whether the project, as designed, planned and implemented, managed to achieve substantial improvements in the overall quality of the middle technical education system, as well as an equal level of quality of the education dispensed throughout the institutes targeted; ii) verified the level of sustainability of the improvements of the middle technical education system as required by the 2021 Development Plan, cf. Technical Technological Education.
Specific objectives of the evaluation included: i) definition of the level of achievement to attain by those institutes receiving APREMAT support, in terms of the internal functioning of the educational centre and improvement/results in drop-out rates; ii) identification of educational innovations or factors that had enabled - or greatly influenced the attainment of positive results; iii) assessment of the current state of the curriculum and its development, in other educational centres of the Medium Technical Education at national level; iv) identification of educational innovations that could be transferred to other educational centres of Medium Technical Education in the country, such as strategies to improve the quality of educational services in line with the requirements of the productive and social sector.
On the basis of the achievements and lessons learned from the implementation of the project, the team also proposed relevant strategies required by El Salvador for the improvement of its Technical Education, in the face of economic and social change at local and global level.
The evaluation was carried out by a team of 2 international and 2 national experts working in collaboration with the technical coordination team of MINED."
