Purpose:

1. Review of Mombasa SEZ M / P and Mombasa Port M / P supported by JICA
2. The latest SEZ development by the Kenyan government and other donors, especially the contents of projects, plans and surveys related to Mombasa SEZ development Grasp
3. Confirmation of SEZ-related laws and regulations at EAC level and Kenyan national level
4. Confirmation of organizational structure necessary for operating Mombasa SEZ and examination of maintenance support plan
5. Implementation of natural condition surveys (topography, geology, etc.) related to the infrastructure (mainly ports, access roads, part of FTZ) targeted for cooperation
6. Preparation of the overall plan for the development of the Mombasa Special Economic Zone (including paid / free / private development)
7. Examination of design policy
8. Support for the implementation of stakeholder meetings
9. Environmental and social consideration survey
10. Confirmation of scope covered by ODA loan
11. Preliminary design, construction plan, construction cost estimation for projects subject to ODA loan
12. Examination of maintenance plan (estimate of cost including) of SEZ-related infrastructure
13. Examination of port management and operation system
14. Future demand forecast and economic analysis of Mombasa SEZ
15. Others (examination of cost reduction measures, creation of risk management sheets, safety measures, etc.)
