Description
The main objectives of this project will be to:
1) provide an understanding of the MRV capacity and capabilities of developing countries in the area of climate change,
2) provide an understanding of the greenhouse gas emission-related data needs of developing countries and identify existing and potential users of these data,
3) identify ways that monitoring, reporting and verification of greenhouse gas emissions and in particular of the impacts on greenhouse gas emissions of policies and measures could improve in the future,
4) make suggestions as to how developing countries could most successfully establish national systems for monitoring, reporting and verification of their emissions and of their climate change actions,
5) propose the most appropriate monitoring, reporting and verification options for obtaining meaningful and comprehensive information on the greenhouse gas emissions and the actions taken by developing countries against climate change,
6) help identify the areas where capacity building is necessary in developing countries as regards monitoring, reporting and verification in the area of climate change.
The contractor will need to identify 10 developing countries in his proposal, out of which, 5 will be selected in agreement with the Commission to be visited in order to gain better understanding of the particular problems and circumstances affecting climate change monitoring, reporting and verification in these countries.
