Contract Description: Arab Republic of Egypt Mobility Assessment and Public Transport Improvement Study. The objective of this assignment is to conduct a comprehensive assessment of regional travel demand. This assignment will assess the mobility of GCA from the levels of pedestrians to high-capacity public transport systems and propose public transport investment projects to improve efficiency and environmental footprint of the regions economy while addressing inclusiveness challenges by providing safer, more reliable, and more comfortable experience for all and especially women, vulnerable groups, and people with special needs. The study will strengthen the World Bank Group capacity to formulate recommendations for its technical assistance activity. The objectives of this assignment are the following:
1. To identify mobility needs at the regional scale of Greater Cairo Area by developing a regional travel demand model, with data adequately collected for the purpose, that provides updated understanding of the travel demand and supply for land transport services and enables assessment of suggested intervention;
2. To identify opportunities for World Bank financing to promote green transport i.e., infrastructure projects and policy measures to strengthen sector performance, mitigating negative impact of traffic congestion, mitigating local air pollution and reducing carbon footprint, and enhancing access to economic opportunities of population, particularly of the disadvantaged;
3. To explore and advice on the best solutions to streamline transport data collection in the context of Greater Cairo Area, and to design a data management system for transport planning and decision-making related data (including gathering, storing, analyzing, maintaining, and sharing data) that will also facilitate public access to data to unlock private sector potential for improving transparency, and convenience of transport services.
4. To carry out knowledge sharing activities with selected counterparts of the World Bank in the Greater Cairo Area on the results of the study and to do in-country trainings on the use of digital tools to plan urban transport, in preparation for World Bank lending operation in the public transport sector.
The assignment will consist of the following activities:
i. Literature and Available Data Review and Development of a Detailed Work Plan (Inception report)
ii. Data collection (collection of traffic volume data and other field data as necessary, any data from available digital sources, and a stated-preference survey);
iii. Development of a 4-step multimodal regional travel demand model;
iv. Identification of public transport investment opportunities and environmental and social safeguards scoping;
v. Prioritization of investment proposals and preparation of investment operations;
vi. Assessment of the best solutions to streamline data collection activity and design a data management system;
vii. Knowledge sharing through workshops for selected World Bank counterparts to present results of study including the use of digital tool for data gathering and data sharing and project prioritization and identification.
