Description

OPM provided a public financial management (PFM) advisor to support DFID Sierra Leone. There were three main objectives for the PFM advisor: (i) minimise the fiduciary risk for provision of budget support through advice on safeguards and design of the monitoring framework; (ii) inform decisions and actions on the GoSL PFM reform programme to help it achieve its objectives, and (iii) minimise the fiduciary risk across DFID’s programme portfolio through advice on safeguards, and ensure the success of other PFM programmes by informing decisions and actions.

The scope of the services are detailed as follows:

• Quality assuring and advising DFID and GoSL on all aspects of the PEFA 2010 and public expenditure reviews.
• Provide technical analysis on aspects of PFM as part of DFID’s Fiduciary Risk Assessment (FRA) following the 2010 PEFA.
• Advising DFID and MDBS donors in the future development of the multi-donor budget support programme.
• Supporting on the implementation of the joint programme of support to the Integrated Public Financial Management Reform.
• Reviewing and advising on Public Financial Management aspects of DFID’s other programmes of institutional reform.
• Revising and advising on other PFM reform programmes including support to the Auditor General and support to the National Revenue Authority.
