Description
OPM was contracted to deliver a major public service reform programme based on a design developed during an earlier assignment. The goal was to streamline and modernise public services providing efficient and effective core public services and facilitating the further development of St Helena. The project supported the St Helena Government (SHG) in a wide range of modernisation activities in pursuit of the following objectives:
Governance: To provide support for the strengthening of governance and institutional arrangements for public-sector management.
Policy framework: To support the development of an effective policy framework and capacity for continuous review and update of policy instruments.
Functions and structure: To clarify the proper functions of SHG and put in place the appropriate public-service structure to deliver core public services, enable private-sector development and support development needs.
Planning and performance management: To put in place effective strategic planning and performance-management systems, tools and processes to provide a solid foundation for future development.
Human resource management and development: To implement a comprehensive set of policies and processes to ensure that SHG attracts, retains and manages appropriate human resources and supports their development and performance improvement, in order to effectively and efficiently discharge SHG objectives.
Public finance and economic management: To support sound financial and economic planning and management, leading to eventual self-sufficiency.
Systems, tools and processes: To modernise systems, tools and processes to provide a basis for improved organisational efficiency and effectiveness.
Over a period of 33 months, OPM provided advisers to the SHG, including a full-time resident Public Service Modernising Adviser /Team Leader, a Public Policy Adviser, a Human Resource Management Adviser and a range of other specialist support in areas such as records management, IT strategies, communications and statistics.
