Contracts description: The purpose of this technical assistance operation is to support the Palestinian authorities in elaborating acomprehensive master plan for the transport sector in the Palestinian territories. This master plan, with aplanning horizon of 20 years, is one the priority projects for the Palestinian National Authority in the frame ofthe Euro-Mediterranean initiative for the transportation sector, supported by the Commission, and will alsoinclude a 5-year program of priority actions for implementation. Once approved by the PNA, the master plan willprovide a framework for government policy and actions in the transportation sector, and ultimately a foundationlayer for the comprehensive National Spatial Plan, which will include other areas such as agriculture, energy,environmental protection and housing.
The Roads and Transportation Master Plan will propose policies, strategies, and projects for the futurecovering all modes of transport. The primary areas of focus will be: road and rail networks (including a nationaltransportation "backbone"), public transportation models, airports, seaports (including dry ports and huboperations), border crossings inland clearance with logistics centres, and a national territorial corridor betweenGaza and the West Bank. The Plan will orient critical decisions at the regional, national and planning levels,support national development policies, guide the type and location of international aid, and encourage privateinvestments in transport. It will provide coherence and focus to subsequent detailed technical studies (by others)that will be conducted according to the need of each transport sub-sector as identified in the Plan.
Duration of the contract: 18 months.
