Description
The European Neighbourhood Policy (ENP), developed as a response to the new geopolitical situation following the EU enlargement in May 2004, lays the foundations for a deeper political and socio-economic relationship between the EU and its neighbours and aims to increase mutual prosperity, stability and security. The overall goal is to foster the political and economic reform processes, promoting closer economic integration as well as legal and technical approximation and sustainable development.
Azerbaijan became a full member of the Council of Europe in 2000. This required Azerbaijan to subscribe to the CoE’s legal norms and standards. This has become the catalyst that has triggered rapid changes in the area of judicial and legal reform. However, the Council of Europe notes that there are still matters to be improved as regards the compatibility with the European Convention of Human Rights and the case law of the European Court of Human Rights, as well as with Council of Europe standards in the criminal field.
The general objective of this contract is to identify with the Ministry of Justice, the Anti- Corruption Department in the General Prosecutors office and the European Commission and prepare for support for the judicial reform and anti-corruption in Azerbaijan.
The specific objective of this contract is to support the Ministry of Justice with the preparation through identification and formulation of sector budget support in the field of justice/rule of law by assessing the progress of legal and institutional reforms in Azerbaijan and the long-term Government Strategy development in the field of Justice.
