Description
The overall objective of the operation was to develop a short and medium term training plan for human resources of the Accounting Chamber and, particularly, judges, integrating all aspects able to provide judges with tools and techniques for a greater efficiency in the controls of this jurisdiction.
The training was specifically aimed at:
- making a diagnosis of qualifications of judges and staff in line with different missions assigned to the Chamber of Accounts;
- strengthening the capacity of judges for the judicial review of public accounts (accounts produced by public accountants and management accounts) covering all aspects (education, drafting judgments, treatment of judicial actions);
- establishing of short and medium term training needs of the judges and staff in line with the established diagnosis and identified profiles (technical review of the settlement act and characteristics of the issued opinions, accounting systems and techniques, companies auditing techniques, corporate financial analysis, techniques and methods of the thematic inspections and evaluation of public policies;
- establishing training needs forjudges in order to strengthen their capacities to exercise other administrative competences;
- identifying and describing different training modules for judges and staff indicating modules that are the subject of the immediate additional training and other modules necessary for upgrading and recycling;
- defining the timing of trainings classified by categories of the human resources;
- defining the criteria for the selection of trainers and training facilities.
Methodology:
- develop training proposals taking into account differences between the qualifications of judges and tasks of four sections of the Accounting Chamber, taking into account the specificity of different professions existing within the House (archives), training activities exempted from the entry into functions of judges and staff as well as various completed courses;
- conduct interviews and participate in ad hoc meetings (in order to establish a diagnosis and develop a training plan based on documents produced by the Accounting Chamber as far as the training and the work of the Training and Cooperation Committee are concerned, established by the order of the President of the Accounting Chamber of April 27th, 2007).
