Description
The Caribbean Trade and Private Sector Development (CTPSD) Programme addresses specific constraints to export development in the Caribbean countries. It provides support for business facilitation and trade development to assist with the further integration of the Caribbean region into the world economy. The programme is implemented by the Caribbean Export Development Agency (CEDA) and the OECS (Organisation of Eastern Caribbean States) Export Development Unit (EDU)
The overall objective of this consultancy assignment was to strengthen CEDA so as to facilitate the implementation of the second phase of the CTPSD Programme and also to determine the appropriate role of OECS-EDU in the delivery of the programme.
The purpose of the assignment was the development of detailed sustainability and development strategies to strengthen CEDA. This assignment had to take into account the findings of the recently concluded Institutional Audit that reviewed the financial structures of CEDA through an institutional and financial assessment of the Agency.
The results of this consultancy included the following, all of which refer to CEDA, except (b) and (c) which also refer to the EDU.
a) Development and Sustainability strategies for CEDA
b) A review of the work plans for the CEDA and OECS-EDU consolidation phases
c) A report on the Appropriate Role and Sustainability of OECS-EDU, particularly in its complementarity with Caribbean Export and how the two institutions could best work in the execution of joint Regional programmes
d) A five year consolidated business plan for CEDA including recommendations for enhancement of the analytical accountancy system, performance indicators for key activities and a price policy for the various services
