The UE-ACP Support Programme to the cultural sector in the ACP States, funded by the 10TH EDF, aims at developing the acquis of the ACP Culture Programmes and the ACP Films, implemented by the ACP Group of States through the 9TH EDF.

The overall objectives of the UE-ACP Support Programme to the cultural  sector of the ACP countries through the 10TH EDF are to:

1) Strengthen the creation/production of cultural goods and services in the ACP countries.

2) Support a better access to the markets of cultural goods and services in the ACP countries at the local, regional, intra-ACP, European and international levels.

3) Strengthen the capacities of cultural stakeholders in the ACP countries.

4) Contribute to the improvement of the regulatory framework in the cultural sector in ACP countries.

The specific objectives

• Supporting the ACP Secretariat in the technical, financial and administrative management of programme grants.

• Advising and delivering technical expertise to the ACP Secretariat as well as to the contracts’ beneficiaries and to other grant applicants among professionals.

Supporting the structuring of cultural industries in both ACP countries and regions.

• Promoting the overall Support Programme and the activities of ACP-UE Group of States under the coordination of the ACP Secretariat.

The expected outputs of the Technical Assistance Programme are the following:

• The ACP Secretariat’s expertise and experience in preparing calls for proposals, as well as in following-up projects and grant contracts at the technical, financial and administrative levels are strengthened.

• Activities supported by the Programme and their outcomes are widely disseminated among ACP and UE countries’ professionals in the relevant sector.

• Policy makers in the field of culture in the ACP region acquire all the skills and knowledge for creating and improving the regulatory framework and the multi-sector cultural policies through research, analyses and recommendations.

• Cultural operators in ACP countries are organised in networks at the Intra-ACP level, building Intra-ACP and ACP-UE partnerships and strengthening the creation, dissemination and promotion of the ACP cultural expressions.
