Description
This monitoring exercise was the normal evaluation required for all EDF Projects.
The main beneficiary of the assignment was the National Planning Commission as the output of the mission was used to improve and justify possible future commitments by the European Development Fund to Polio Eradication Actions.
The project's overall objective was to access the overall effectiveness of IPDs of November 2007, especially in reaching previously missed children under 5 years with Oral Polio Vaccine, in high risk states and Local Government Areas.
Specific Objectives:
- provide the EC and other stakeholders with an assessment of the quality of the IPDs especially: micro-planning; training; logistics; distribution and management of items such as vaccines, cold chain equipment, generators, fuel, funds, staff and vehicles in preparation for the IPDs; social mobilisation in preparation of and during the IPDs; commitment and ownership of communities and their leaders; effectiveness, suitability and availability of the "pluses" offered; acceptability (or non acceptability) of immunisation services and their reasons; use and effectiveness of temporary fixed posts during implementation; supportive supervision by partners and Government officials;
- draw relevant lessons for data matching and analysis;
- assess potential of IPDs to facilitate eradication of Polio in Nigeria;
- propose means of sustaining the gains of donor interventions in immunisation through local resource mobilisation and ownership;
- give practical recommendations specifying institutions responsible for the improvement of future polio campaigns.
