Drafting of terms of reference and evaluation of technical proposals for the Tacis Project Regional Media Support Programme

The objective of the project “Regional Media Support Programme” is to enhance the capacities of individual media outlets, to raise their awareness of the role of the media among local authorities and also to protect legal rights of journalists. The project will be implemented at federal and regional levels in partnership with the two associations of regional media ARS press (Association Print Press Editors) and NAT (National Association of Radio and TV Media), but should also co-operate with other relevant and representative associations of publishers and TV associations.

The objective of this consultancy assignment was to draft Terms of Reference (TOR) for this Tacis project under the Tacis 2003 Action Programme in accordance with the project fiche provided; TOR and logical framework standards.
