Description
In Nicaragua the Consejo Supremo Electoral (CSE), holds the electoral power and in its functions of an electoral court, it manages the whole electoral process. Registration is done manually. Only when a book is full it is sent to the department level electoral councils or CEDs, which in turn reviews the information and sends the books to the central registry. Under-registration is an evil affecting the civil registration system and it's partly a product of that system's failings. The Commission has identified a project to bring together the key actors in a common initiative to address the failings of the civil registration and "cedulación" systems. The global objective of the assignment has been to assist the EC Delegation to Nicaragua in formulating a project of support to the modernisation of civil registration and citizens basic ID systems in Nicaragua.
