Objective
Following up on the Council Conclusions of May 2007 on a coherent framework of indicators and benchmarks for monitoring progress towards the Lisbon objectives in Education and Training, the objective of TALIS is to support the participation of Erasmus+ countries in a survey measuring the working conditions of teachers and the learning environment in schools. The study provides insights into teachers’ beliefs and attitudes about teaching and their pedagogical practices. It explored different themes in participating countries: professional development, school leadership, teaching practices, school climate, appraisal and feedback, job satisfaction and teacher profiles. The last cycle introduced new sets of questions on innovation in education, as well as on equity and diversity. The Commission regards TALIS as a valuable source of data on teachers, their professional development, the learning environment and the impact teachers can have on students. Since the publication of the first TALIS report in 2008, the Commission is using those results for supporting Member States' efforts in improving and reforming education and training to meet the challenges of today's changing labour markets and support inclusive societies. The 2015 Joint Report of the Council and the Commission on the implementation of the strategic framework for European cooperation in education and training (ET 2020) stresses that a strong support for teachers, trainers, school leaders and other educational staff represents one of the 6 priorities for European cooperation in education and training. The results of the TALIS survey permit the EU to monitor progress in the follow-up to these ET 2020 strategic objectives.
