Objective
In Finland agricultural statistics are mainly produced by Natural Resources Institute Finland (LUKE). Upcoming SAIO regulation will have an impact on data content of several agricultural statistics. LUKE has already prepared to this new regulation by developing a data collection system for crop balances (Grant Agreement 2018.0135 Finland). Next there is a need to reform ICT system for milk and milk products statistics, which is produced by old technology, unable to adapt to the needs of new SAIO requirements. There is a clear need for ICT system development supporting agricultural statistics. According to the new ICT strategy in LUKE, the ICT-services for statistics will gradually be produced in-house by the digitalization team. There is a big step to take when building new competences and technological platforms, but the beginning is promising. At this moment there is already an implementation in form of Proof of Concept of data collection system, which would be further developed in this project according to the needs of agricultural statistics. In this project the technical architecture will be developed in order to handle the dataflows from various sources; direct data collection, interfaces with companies, dataflow from registers and data from satellite imagery. The data architecture will also be further developed by creating general model for data analyses, processing, and quality assessment. Within this project, a modern and cost-effective ICT platform will be introduced, filling in with the statistical needs by making statistical process development more agile in the future. By the end of this project, Luke will be prepared to fulfill the future needs of SAIO regulation requirements combined with other needs related to Common Agricultural Policy (CAP), Farm to Fork strategy, challenges of the climate change, production structures, food supply chains, price volatility, yields from regional aspects, or national needs.
