HLSP conducted the evaluation of the World Bank-managed, multi-donor Health Results Innovation Trust Fund (HRITF). The Fund's purpose is to help develop the evidence base on results-based financing (RBF) approaches in health and their ability to increase the usage, provision and quality of reproductive, maternal, neonatal and child health services.

The evaluation finds that in during its first four years the Fund contributed to increasing the awareness about RBF, both within the World Bank and in the health sectors of more than 45 countries where it has supported a range of initiatives. It argues that without the Fund there would have been less RBF activity globally, and implemented in a less rigorous fashion.

Case studies in Rwanda and the Kyrgyz Republic, and reviews of country evidence undertaken for the evaluation in Benin, Burundi, DRC, India, Nigeria, Tajikistan and Zambia suggest that while the ongoing RBF pilots are likely to generate useful knowledge, results will depend on specific country and health sector context.
