Objective

A primary objective of the 2022 Adult Education Survey is to improve the participation of young adults (18-24 years old) in the survey. In order to reach this objective as well as to support other ESS countries in facing the challenges of this goal, the HCSO intends to undertake a complex methodological development project incorporating multiple activities listed in the call document. The general objective of the project is to prepare for the AES 2022 as well as possible, that is, to have
- a top quality sampling frame in place,
- an adequate, tested set of instruments for measurement (survey questions),
- a well-developed data collection design,
- effective communication strategies and materials.
To enhance frame quality, multiple administrative data sources will be used to create the sampling frame. The usability of these administrative data is planned to be tested by specially designed and monitored, labour-intensive fieldwork. Key variables of the AES 2022 questionnaire will be subjected to rigorous cognitive interview questionnaire testing to ensure that they measure their subject phenomena properly. In order to increase the efficacy of the AES 2022 data collection, reliability of the accessible phone number databases as well as the limits and opportunities of CATI data collection will be tested on probability samples. The goal of these tests is to develop a design with the optimal ‘mix’ of CATI, CAWI, and CAPI data collection modes. CAWI cannot be excluded due to the general focus on young adults as well as its growing presence in the data collections of ESS member NSIs. To reach and improve the participation of young adults, a wide variety of respondent communication strategies and materials will be tested ranging from postage options and overall letter styles to arguments used in the letters, among others. The results of the project will not only benefit Hungary or the AES 2022 – they will be useful for many other ESS Member States and surveys.
