Description of Project: The World Bank is engaging to support a fisheries sector reform in Bangladesh, including incentivising cooperation between national institutions with responsibilities in the maritime domain to pool their resources to provide for fisheries management, recognising that operating in their separate systems lacks the efficiencies necessary. Whilst this is agreed at a policy level the institutions need guidance in making it effective.
1. Design and demonstrate a functioning weather warning system for the coastal fisheries sector available on line and through SMS messaging.
2. Identify cost-effective new information and communication technologies (ICT) systems and designs for Monitoring, Control and Surveillance (MCS) that are tailored to the capacity and resource constraints.
3. Analysis of available data on mechanized artisanal fleet of > 30 HP to develop methods of registration, seaworthy certification and tracker installation.
4. Building on activities 1-3 above, organize and deliver national e-consultations/workshops, as an input and in preparation for a regional e- dialogues on improving joint monitoring
