Project Background:
Despite several reform initiatives, Egypt’s Technical and Vocational Education and Training (TVET) system has not been successful enough in providing TVET that responds well, in both quantitative and qualitative terms, to the demand of the market.
The project is understood as a technical assistance capacity building instrument in the frame of the TVET reform programme components. The aim is to initiate, plan, implement and facilitate professional twinning arrangements to support Egyptian TVET institutions to become agents in the TVET reform process and develop and pilot institutional capacity building in the TVET reform.
The project provides capacity building under the following three components:
- Component 1: Development of decentralised and demand-driven TVET institutions
- Component 2: Improvement of the quality of TVET delivery
- Component 3: Development of national regulatory and support institutions for a decentralised and demand-driven TVET system
Objectives:
The overall objective of the TVET Reform Programme is to contribute to improving the competitiveness of the Egyptian enterprises on domestic and international markets. The specific objective of this Project is to support the development of human and institutional capacity for the formulation and implementation of a national TVET reform policy. Services are provided to the PMU for the timely organisation and implementation of various partnership/twinning arrangements related to Enterprise TVET Partnerships (ETP) in the various economic sectors.
Activities:
- Preparation of tentative inventory of potential twinning partners
- Analysing capacity building needs of the potential Egyptian partners
- Establishment of networks in form of decentralised (regional or local) partnerships
- Design, planning and implementation of twinning arrangements
- Coaching, facilitation, monitoring and evaluation of the established networks and the implementation of the partnership arrangements in support of: developing decentralised and demand-driven TVET institutions; improving the quality of TVET delivery;developing national regulatory and support institutions for a decentralised and demand-driven TVET system
- Preparation of a TVET Twinning Manual on design, planning and implementation of twinning arrangements in the context of the TVET reform
- Creating visibility of the partnership arrangements and their results
