Objective: The objective of the project is to increase administrative, technical and operational capacity of the Romanian Customs Authority by providing the necessary environment for control activity in combating trafficking of illicit products and to ensure security and safety within the EU to protect it from illegal trade while facilitating legitimate control activity. Activity 1 - Purchasing the specific equipment for 19 bcp’s needed for customs teams in order to perform more efficient controls at the EU's external borders. Through this project a number of 367 equipments will be purchase, as described in Part B for the 19 border cross points. The selected BCP are all customs offices located at the border of the European Union with Moldova, Ukraine and Serbia to which were added the maritime and airport BCP of importance for the customs territory of Romania and, implicitly, for the EU. All the necessary infrastructure will be used by the employees from the cross border points in order to improve their capacity in combating tax evasion and other illicit activities and will help the employees to make the border controls more efficient. Risks: Insufficient staff to carry out the project activities; Legislative changes that could lead to delays in implementation; Difficulties/delays in carrying out public procurement procedures Changes occurred at the institutional level, respectively changes in the organizational chart (roles, responsibilities) that can indirectly affect the implementation of the project Threats: Delays in the delivery of the equipment by the supplier compared to the initial term; Key experts leaving the organization during the implementation of the project; Problems in installation process; Expected results: 1. Efficient controls by purchasing the specific equipment needed for customs teams in order to perfom the controls at cross border points.
