Objective:
The project contributes to the implementation of Synchronisation Phase II and implements 4 PCIs of the Cluster 4.8 Integration and synchronisation of the Baltic States' electricity system with the European network, namely: 4.8.9 Further infrastructure aspects related to the implementation of the synchronisation of the Baltic States’ system with the Continental European Network (CEN); 4.8.15 New 330 kV Darbėnai substation (LT); 4.8.16 Internal line between Darbėnai and Bitėnai (LT) and 4.8.19 Internal line between Piła Krzewina and Żydowo Kierzkowo (PL). The project aims to further advance the synchronisation of the Baltic States’ system with the construction of missing links and installation of needed IT equipment. The project’s scope covers: • OHL Piła Krzewina-Żydowo Kierzkowo (PCI 4.8.19) that includes the modernisation of Piła Krzewina substation; • Transmission infrastructure in Lithuania (PCI 4.8.15 & PCI 4.8.16) that includes the construction of Darbėnai switchyard and the reconstruction of 330 kV OHL Klaipėda-Grobina; • IT investment items in Lithuania (PCI 4.8.9); • Battery Energy Storage System (BESS) in Latvia (PCI 4.8.9); • Modernisation of instrument transformers in Latvia (PCI 4.8.9); • IT investment items in Latvia (PCI 4.8.9); • Shunt reactors in Estonia (PCI 4.8.9); • IT investment items in Estonia (PCI 4.8.9); • HVDC control protection upgrade in Estonia (PCI 4.8.9). The project will be carried out by internal and external resources. The project’s deliverables are as follow: - Commissioned OHL Piła Krzewina – Żydowo Kierzkowo and Pilła Krzewina substation modernised in Poland; - Constructed Darbėnai switchyard and the 330 kV OHL Klaipėda-Grobina reconstructed in Lithuania; - Implemented new Balance Management System (BMS) and NordBalt control system commissioned in Lithuania; - Commissioned BESS together with step-up transformers in the extended substations Rezekne and Tume in Latvia; - Modernised instrument transformers and metering systems sets completed in 13 substations in Latvia; - Modernisation of System Protection Schemes (SPS) and Under Frequency Load Shedding (UFLS) projects completed in Latvia;; - Upgraded SCADA system commissioned in Latvia; - Commissioned shunt reactor bays with new circuit breakers in Aruküla, Kiisa, Rakvere, Paide, Sindi and Harku (Estonia); - Upgraded SCADA system commissioned, installation and commissioning of other IT-systems, commissioning of new Reserve Control Center, enhanced Core Communication Network commissioned, and additional RTU-s (redundant RTU-s in 11 substations) with relay protection and PMU-s (approximately 200) installed (Estonia); - Upgraded EstLink1 and EstLink2 control system in Estonia. Once the project is completed and subject to the completion of Phase I and the rest of the scope of Phase II of the Baltic Synchronisation project, Lithuania, Latvia and Estonia will be ready to operate in synchronous mode with CEN.
