Client: Australian Agency for International Development (AusAID) c/- Hassall & Associates International.
Project Description:
- the AusAID funded Indonesia Australia Specialised Training Project – Phase III delivered training of Trainer skills to staff from nine Government Ministries in a major modernisation program.
- this program was developed to improve service standards through improved training methodology. This required a better understanding of the importance of competency based training in ensuring consistent quality service delivery.
- 63 staff from 9 Ministries across 3 regions of Indonesia were selected for the training. These staff ranged from senior to middle level managers from the Ministries reporting to the Deputy Head of Government.
- the graduates would become “Master Trainers” and would deliver competency based training in their Ministries, mentoring other staff and overseeing the delivery of competency based training.
BHI’s role:
- BHI developed customised course materials and training methodologies to reflect the needs of the IASTP program. It was decided that an Action Based Teaching Model would best equip the participants to transfer knowledge to actual behaviours.
- Customisation for best outcome included: using Action based teaching and learning models, use of e-learning tools, designation of some participants “team leaders”, use of video recording for assessment and as a method to provide directed feedback, workplace based projects, and competency based training methodologies. Cultural, religious and gender needs of the client were also considered in the course design
- training delivery was conducted in three locations in Indonesia (Jakarta, Surabaya, Makassar) with all participants working towards a Certificate IV Training and Assessment qualification.
- program management included logistical support for training team, management of reimbursable expenses for participants (flights, accommodation & per diems), certification and reporting.
- a team-teaching approach applied incorporating 3 indigenous trainers which facilitated cross-fertilisation of knowledge, skills and abilities across the team which further aimed at sustainability post-BHI intervention.
- feedback has indicated that innovations employed in the program resulted in a high level of adoption of the concepts and contributed to a significant improvement in training within the ministries.
