Technical and Financial Assessment of the Kpone Thermal Power Plant and the Tema Thermal 2 Power Plant

Client: AETS for GEDAP.

The specific objectives of this assignment are to assess the status of completion of the Kpone Thermal Power Project (KTPP) and the Tema Thermal Power Project (TT2PP) and to make recommendations towards ensuring the completion of the projects and the subsequent operation of the plants in a cost-effective manner.  These two projects were due for completion in 2009. However, a number of delays have occurred - in particular on the KTPP project. This technical and financial project review aims to assist GEDAP in ensuring the timely and cost effective completion of these projects.

Description of Services Provided:

PPA Energy undertook three key roles in the project.  The first of these was Project Director.  The second was Financial Analyst/Economist, whose role was to a) assess the options for financing the completion of the project, and b) identify options and make recommendations on the most beneficial ownership structure and effective management/operational arrangements for the project upon completion.  The third was the Legal Expert, who provided inputs on contractual aspects of project completion.
