Comprehensive Analysis of Institutional Arrangement Options for the Global Partnership for Education

Contract Description: conduct a comprehensive analysis of the implications of GPE creating a separate legal entity and de-hosting from the World Bank while retaining the services of the World Bank as Trustee, including operational functions such as HR, finance and audit, procurement, and IT services. The analysis should detail the requirements of such an approach, outline the one-off and recurrent costs under various scenarios, the impact on establishing the HQ in various locations, and set out a road map covering the stages, sequencing, indicative timing, and process and key principles to be followed to execute and oversee this option.
A comparative assessment of this approach compared to retaining the current arrangements with the World Bank should be provided including setting out clearly the benefits and constraints of the existing arrangements and how they would be impacted positively or negatively under a de-hosting scenario.
The analysis will build upon previous work from the midpoint review of the World Bank-GPE hosting arrangements, and the subsequent analysis of alternative arrangements. The Consultants will be expected to draw on the impact of ongoing strategic discussions to be held between GPE Leadership and the World Bank on potential changes to GPEs current hosting relationship.
