Detailed project description:
ArcelorMittal Liberia Limited (AML) plans to renew the Phase 2 Environmental Permit obtained in 2013. In order to renew the permit, the Environmental Protection Agency of Liberia (EPA) requires AML to submit an environmental audit conducted by a third party.
The Audit will assess different aspects of AML’s operation and will help the EPA to verify and evaluate AML’s environmental performance and compare it to the permit’s requirement, in order to make a decision regarding permit renewal.
AML is also looking into the feasibility of building a 5-10 Mtpa sinter plant. For this, AML wants to implement a 6 month dust monitoring program at the proposed concentrator site to help verify the dispersion model of the area as well as measurement of ambient noise levels, sediment characterizations and establishing relationships between turbidity and total suspended solids (TSS) in waters draining the Tokadeh mine. These will serve to better design site environmental management measures.
Detailed description of the assignment (Services/Supplies/Works):
Environmental audit for exploration activities of direct shipping iron ore (DSO) at Mounts Gangra and Tokadeh
Desk review of environmental permits and environmental documents
Development of auditing checklists
Site inspection
Development of audit report and submission to the Environmental Protection Agency of Liberia (EPA) for renewal of environmental permits
Environmental audit of AML operations (DSO mining, industrial plant, quarries, railway and port activities)

Water quality assessment
Water quality analysis and assessment of AML’s sampling plan in terms of sampling locations, sampling methodology, tested parameters and results
Assessment of AML’s general water quality by comparing results to national and international standards
Establishment of a turbidity and total suspended solids (TSS) correlation for water draining from Tokadeh mine
Development of the water quality assessment report
