The Rhein-Hunsrück District Administration was operating two sanitary landfills for the disposal of the district's domestic and industrial solid waste. Both landfills were about to be exhausted.
During the regional planning procedure the principal suitability of the Kirchberg Sanitary Landfill's western extension was confirmed by the approving authority in 1990.
In December 1990, KOCKS CONSULT GMBH was appointed by the Rhein-Hunsrück District Administration to prepare design and planning approval documentation for the western extension.

The contract that was awarded to KOCKS CONSULT GMBH by the Rhein-Hunsrück District Administration included the preliminary design, the design and the detailed design with the following scope of services:
• bottom and lateral sealing.
