Contract name: Delivering a Climate Change Strategy for Central and West Asia - Capacity building, communication, and climate strategy

Contract description: The knowledge and support technical assistance (TA), Delivering a Climate Change Strategy for Central and West Asia, will help deliver knowledge solutions to Central and West Asia Department (CWRD) countries. It will support the development of a climate change strategy and an action plan for CWRD to strengthen the integration of climate change in Asian Development Bank (ADB) financed intervention in the developing member countries (DMCs) of the region. The TA will contribute to the preparation of robust climate mitigation and adaptation projects or programs. These will be aligned with the Paris Agreement and responsive to climate change priorities of CWRD DMCs. The TA will also strengthen capacities of DMCs and ADB staff of CWRD. The TA will undertake activities at regional, sector, and country-levels. The TA is aligned with ADB Strategy 2030 operational priority (OP3) on tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability. The TA will also contribute to OP2 on gender equality and women’s empowerment, and OP7 on regional public goods initiatives successfully reducing cross-border environmental or health risks, or providing regional access to education services. The TA is also aligned with the Climate Change Operational Framework 2017–2030. It will support CWRD DMCs to achieve their climate priorities as communicated in the National Determined Contributions (NDCs). It will also contribute to Sustainable Development Goal (SDG) 13 on climate action and promote gender equality (SDG 5). The TA will carry out activities to accelerate low-carbon and climate resilience investments in CWRD region through enhancing capacity of DMCs of CWRD to implement climate actions. Activities will be implemented through the following outputs: (i) Output 1: Climate change strategy including an action plan for CWRD DMCs finalized (ii) Output 2: Upstream climate assessments and opportunities for scaled up climate finance in key sectors supported (iii) Output 3: Technical capacity to integrate climate considerations and priorities in investment programming strengthened The services of the firm will cover the preparation of the climate change strategy and action plan following the results of the assessments, consultations within ADB and CWRD DMCs as well as to conduct country climate dialogues and capacity building on climate related pipeline development.
