Objective:
Referring to Regulation (EU) 2021/690 (Single Market Programme), particularly to Art. 3(2)(e) and Annex I thereof, the Czech Republic (CZ)
submits a proposal of the phytosanitary programme for 2023 concerning the pest surveillance in areas where the pests are not known to be
present (pest free areas) as well as in areas where certain pests are known to occur (demarcated areas). The general objective of the programme
is to contribute to a high level of health for plants along the food chain and in related areas, by preventing and eradicating plant pests, and to
ensure a high level of protection for consumers and the environment, while enhancing the competitiveness of the food and feed industry. With
respect to the economic and environmental importance of plants grown in the CZ territory, the survey is mainly targeted at the protection of plant
health of (1) coniferous and deciduous trees growing in forests and wider environment including public and landscape greenery, and (2) crops, of
which the most endangered are highly valuable crops as potatoes and fruit plants including grapevine (but except for citrus). The specific objective
of the programme is to contribute to the timely detection and effective eradication of pests in the Union territory. The expected outcome is also an
inventory/revision of the pest status of Union quarantine pests and pests subject to emergency measures. The programme is also expected to
provide data for pest reporting. For the surveillance projected in the pest free areas, included are 52 pests or groups of pests, representing in fact a
total of 85 pests. Concerning the demarcated areas, included is the survey in three demarcated areas established for Grapevine flavescence dorée
phytoplasma (PHYP64) in CZ, aiming at verification if eradication measures are successful. Intermediate and final report will be submitted to the
Commission as the main deliverables. In addition, survey results including summary, location maps and updates of the pest statuses in CZ will be
published on the NPPO websites.
