Objective:
Republic of Croatia, represented through Ministry of the Interior, Civil Protection Directorate (CPD), is applying to develop and maintain the rescEU shelter
capacities for persons affected by natural or anthropogenic disasters, aiming to provide efficient shelter for affected people. The shelter capacities will be
developed for the purpose of preparedness and response to natural and anthropogenic threat scenarios when Union Civil Protection Mechanism (UCPM) is
activated and will include fully equipped mobile containers and modern tents as key elements of developing rescEU shelter capacities. RescEU shelters will
be developed in collaboration with domestic manufacturers of mobile containers and tents for sheltering people. The duration of sheltering module would be
3,5 years with possibility of extension and the modules would be sufficient to shelter 1,000 people in any country at EU level. Stockpile will be available for
all activations of Union Civil Protection Mechanism (UCPM) and deployment will be coordinated with Emergency Response Coordination Centre. The
development of the sheltering module includes stockpile capacity within the Croatian national civil protection system, purchasing necessary containers,
tents and other vital equipment for sheltering modules, training of personnel and the registration and certification process. The appropriate stockpiling,
transport and delivery of the modules will be applied. The interoperability of this project provides huge benefit to rescEU sheltering capacities for all Member
States of EU. The stored modules would be easily stored and deployed at any time, which will be ensured through the state-owned transport capacities
(road, railway) or with the standing commercial transport company.
