The Government of the United Republic of Tanzania through its Ministry of Communications and Transport (MOCT) and with financial assistance from the International Development Association (IDA) for the Integrated Roads Project (IRP) intended to carry out the resurfacing of Zanzibar Airport runway. The Zanzibar Airport is situated about 7 km from Zanzibar Town and was constructed in 1974. The runway is of flexible type and is now faced with problems of severe cracking and deformation that needs immediate remedial measures.
The objective of the project is to carry out pavement evaluation, detailed engineering design, preparation of tender documents and supervision of civil works. The assignment is phased.

Stage 1
• Review of relevant existing documents.
• Site investigation and pavement evaluation incl. FWD test, identification of priorities for rehabilitation and application of recycling techniques, resealing.
• Detailed engineering design including materials investigation, environmental mitigation measures, examination of the airport drainage system, potential material extraction plans.
• Preparation of bills of quantity and cost estimate.
• Preparation of tender documents according to World Bank standard.
• Assistance to MOCT in pre-qualification, evaluation and selection of pre-qualification of contractors.
• Evaluation of bidding documents during pre-tendering stage and preparation of evaluation reports.
Stage 2
Supervision of works, preparation of final account and as-built drawings.
• Provision of continual supervision.
• Testing of all materials.
• Inspection of sources and testing of all borrow, quarry and other natural occurring materials, monitoring of their compliance with specifications.
• Checking the contractor's setting out of the works.
• Measurement of quantities and qualities of the work completed, preparation of monthly payment certificates.
• Provision of continuous liaison with the MOCT project engineer.
• Recording including reports, site diaries, correspondence, test records, quantity calculations, instructions given to the contractor, measurement and payment records and other relevant documents.
• Recording of all claims and submission of timely recommendations thereon for consideration by MOCT.
• Preparation of consolidated monthly reports on physical and financial status, site meetings, contractual matters etc., with recommended actions for consideration by MOCT.
• Assistance in settling disputes or differences, except litigation and arbitration.
• Ensuring compliance of the contractor with the tender documents including close and continuous supervision on the operation of the contractor's equipment and vehicles in the vicinity of and inside the construction site.
• Ensuring the contractor's compliance with the programme.
• Making arrangements on behalf of the client for inspection and testing.
• Follow-up with the contractor's preparation and submission of all complete operation and maintenance manuals and all necessary spare parts, documents and prices.
• Preparation and submission of payment certificates to the MOCT.
• Preparation of a final report for the works contract.
• Preparation of as-built drawings.
