The contractor is responsible for providing the following work packages and the accompanying milestones:

Work package 1: Capacity Development for SEJE and SEETP
The contractor will carry out an organizational analysis of the status quo of the two political entities SEJE and SEETP, analyzing the existing mandate of the two entities according to the legal framework, identifying potential inconsistencies and determining the available organizational and human resources (strengths, enabling factors) as well as the gaps (weaknesses) to a better fulfillment of the mandates of the individual entities but also to better cooperation in the sector.
In the comparison between the status quo and envisioned/ target situation (jointly developed), the contractor will develop an organizational and capacity development plan for each single entity (SEETP and SEJE) and for improving their cooperation with themselves and with other public and private stakeholders (e.g. Ministry of Labour, Ministry of Transport and Communications, Ministry of Mineral Resources and Energy, private sector, civil society).
The contractor will in close cooperation with the project coordinator of output 1 organize a participatory process to prioritize which measures are to be implemented within the framework of the project in order to enable the entities to better fulfill their mandate within themselves and in cooperation with each other and with external actors (public and private sector, civil society).
The contractor implements the organizational development measures and individual capacity development measures, that were prioritized for implementation, and monitor their results.

Work package 2: Participatory development of joint policy and strategy products

Activities to be implemented:

• stakeholder analysis to identify the public and private stakeholders to be involved in participatory policy advice processes
• set up dialogue and cooperation formats with relevant stakeholders
• Analysis of the needs to improve labor market orientation of the national TVET and employment system, taking into account the participation of the relevant actors and including description of status quo including including enabling factors
• Definition of priority topics and related concrete “products” (e.g. strategy to promote
• TVET and employment in a specific economic sector, concept on in-service teacher training, image campaign etc.) to be developed together
• Joint development of processes for the development of these products

Implementation of participatory processes to work on the topics and that result in these specific products
The analysis of the status quo and needs for improvement including definition of targeted products should be carried out in close coordination with the other outputs of the project as well as with the GIZ projects ProEducacao and E4D building on their preliminary work (lessons learnt from implementation, results already achieved, piloted approaches, etc.).
