Objective :
The European Agency for Special Needs and Inclusive Education was established in 1996 by agreement between the Ministers of Education in its member countries. It is a permanent network of ministerial representatives and acts as a platform for collaboration for its 31 member countries. In 2021, the Agency celebrated 25 years of working to improve the quality and effectiveness of inclusive education systems for all learners. The Agency member countries’ shared ultimate vision for inclusive education systems is that all learners of any age are provided with meaningful, highquality educational opportunities in their local community, alongside their friends and peers. This vision is the focal point of all Agency work. The Agency is co-funded by the ministries of education in its member countries and by the European Commission via an operating grant within the European Union Erasmus+ education programme. The Work Programme 2023 is not a standalone project. It is an integral part of the Multi-Annual Work Programme 2021–2027, which has been approved by member countries in line with their policy priorities. The specific objectives for 2023 are to: - identify the key features of Agency member countries’ education systems that impact upon the effective implementation of legislation and policy for inclusive education in practice; - develop the Agency’s strategies for organising activities linked to countries’ policy priorities; - take forward the Agency’s on-going and thematic activities. The Work Programme 2023 is fully aligned with and directly contributes to European and international stated priorities for education and training. It is designed to ensure coherence between the Agency’s work and relevant EU objectives and priorities. It does so by providing countries and European-level stakeholders with evidence-based information, tools and recommendations that are reliable, valid, and applicable to educational policy planning, implementation, monitoring and review.
